February 24, 2015-Reuters reports that the United States circulated a draft UN Resolution imposing sanctions on South Sudan, but falling short of an arms embargo and naming individuals to be blacklisted. the draft resolution will circulate to the full council tomorrow, warning that an arms embargo and individual sanctions, such as travel bans, are not off the table.
The US, Russia and China have not supported an arms embargo for fear it would put the government at a disadvantage.
The current resolutions a threat to impose a worldwide asset freeze and travel ban for anyone undermining security or interfering with the peace process after the IGAD deadlines of March 5 and April 5.
The resolution also warns that an arms embargo and individual sanctions are not off the table.
The US believes that an incremental approach and gradual pressure will be more effective.
Great Britain’s UN Ambassador Mark Lyall Grant is quoted as saying, “A lot of people were speaking in support of a stronger stance by the security Council towards leaders who are…so disregarding of the suffering of the people of South Sudan.”
