Deadline Approaches for FDLR Disarmament: Rwanda Government is Skeptical

December 29, 2014-Perpetrators of Rwanda’s 1994 genocide against the Tutsi under the name Democratic Forces for the Liberation of Rwanda (FDLR) have until January 2, 2015 to disarm and renounce rebellion. According to Rwanda’s New Times, the group seems to not be listening. The International Conference on the Great Lakes Region (ICGLR) and the Southern African development Community (SADC) in July set the deadline for disarmament with military action should the disgraced militia not comply.

The deadline and its consequences for non-compliance is backed by the Heads of State, UN Security Council and the African Union Peace and Security Council. The UN Stabilization Mission in DRC (MONUSCO) is charged with the disarmament process along with the DRC military.

The Head of the EU Delegation to Rwanda is quoted as saying “It is up to the duly designated international force, MONUSCO, which has the mandate to take military measures to bring an end to FDLR, which is the position we encourage.” He added, “We are all waiting to see what happens on the second of January being a date set by ICGLR with our support.”

The EU Mission Chief indicated that relations between the government of DRC and the UN was complicating the push to eliminate FDLR.

In a report written by the US-based Enough Project, analysts say that the Kinshasa government should play a stronger role in eliminating the militia but economic and political ties between the DRC and FDLR hinder any real progress.

Genocide scholar Tom Ndahiro says that it understandable that people doubt the deadline for disarmament will stick since there have been a number of extensions in the past. he also says that chances are narrow that the militia will disarm by the deadline. he blames MONUSCO for not exhibiting leadership in forcing the surrender.

Rwanda’s Foreign Minister has expressed doubt as well.
