Riek Machar Prepares for All-Out War

January 1, 1015-The Sudan Tribune reports that South Sudanese rebel leader Riek Machar has, for the first time, established a military command for his troops. According to the Tribune, the new military command is composed of a chief of general staff and five deputies. Names for these posts are as yet not announced.

In a separate order, Machar established on paper 21 states, dissolving, on paper, the current ten states of south Sudan.
